Hi Michael. Some general rule of thumbs in the conforming Fannie/Freddie market are 6 months seasoning before a cash out refi is allowed up to 75% LTV. In the hard money market's seasoning is not an issue but you will be maxed out at 65% or so on the cash out. With HML's the rate will be higher and the loan will be more expensive. Private money is always an option as well where the offers of rate and costs will be median to the options listed above.

The other question would be how fast do you need the money? HML's and Private Money for speed, Conforming market for lower costs.
