Ohio has an income tax. I don't say this to be insulting or to target you specifically but it seems that there are half a dozen folks from Columbus who shamelessly plug it in every thread, even when it doesn't fit the topic. It's getting old . . . . 

Back to the OP. Unless you change your state of residence then the state of California will still put their greedy palms all over it. Already some good recommendations here, and I would focus on summer markets because it seems like you've got a strong winter portfolio already.

For the PNW I like Walla Walla as a live in investment opportunity, especially if going to school. if the STR requirements weren't so stiff it would be a no brainer for that with the university and all of the wineries.

I agree with this, or even a BRRRR. Santa Rosa has its fair share dumpy homes and transitioning neighborhoods, plus rents are high. Lots of quality employment between the bay area and all the wineries.

If you go out of state, Columbus over Detroit all day long. I wouldn't do Detroit unless you were planning to live nearby. 

Aside from interest rates, I'm not sure what other "fundamentals" you are speaking of? Inventory is still low, new building has slowed, lots of investor activity in hot markets, rents going up. I do agree that with the rising rates plus the recent news we should see some cooling off, especially as we go into the fall/winter, but I wouldn't wait too long.

The Southeast states would be a good fit for you. Florida, N/S Carolina, etc. Lots of mid-sized cities in close proximity to each other with a wide range of price points and investment opportunities.

There are opportunities for better weather and cash flow in lots of places. Some more information would be helpful: 

-Are you looking to avoid cold and snowy conditions entirely, or are you ok with cold rain and maybe the occasional snow storm? 

-What do you like to do for fun, in other words do you have any hobbies? 

-What size city do you want to live in?

-Are there any other opportunities or fields of work you are looking to pursue while you are here? 

Great thing about the states is we have something for everyone!

@Joe Stout it's worth asking around, but I could see a stager charging way too much. Movers and packers/unpackers should be able to take care of most if not all of it.

If colleges spent more time teaching kids how to work capitalism instead of demonizing it, maybe they would've taught them to use credit cards to pay their tuition and living expenses. In 4 years they could've declared bankruptcy and had a fresh start. Or they could've started an LLC, taken out a PPP loan and then had it forgiven like a few dozen congress people and other high net worth individuals.

College really is failing us as a society. Sad!
