@Sochima Eze I would listen to every BP podcast on managing apartment complexes, and I would read as many blog posts as possible before deploying any capital. Also, make sure you don't leverage yourself to hit, build in a margin of safety into any of your investments.
I would probably start with a duplex, tri, and etc before going into an apartment complex. I would start small before going for the complex, it's truly a different animal compared to smaller MFs.

I would find comparable in your area (Craigslits, Zillow, rent o mete). Divide rent by SQFT to determine the average rent per sqft in your area and adjust accordingly.
But as always, I would try to break this info down before making an offer so you don't purchase a money pit.

Money is just a conduit to do the things you want in life. I used to be outwork everyone and a good work ethic is admirable but taken to extreme's it can be unhealthy and unbalanced. Over the years I have changed my outlook and it is interesting to see how much I have changed from age 20 to age 40.

@Jay Hinrichs so long as this property wasn't constructed on a haunted Indian burial ground, i think this is a great deal and I would love to read about the evolution of this deal. That being said, does this offer come with a free seance and a Ouija board?

No one can time or call tops on markets. Someone might get lucky and call the top once, but other than that, our time is better served focusing on improving our deal analysis skills than worrying about market fluctuations. RE is cyclical like any other industry. I still consider myself a noob, but I tell noobies to focus on deal specific indicators. Just as great deals can be found at market troughs, they can also be found at market peaks.
That being said, cyclical trends aside, by just looking at the MLS ( and mind you the MLS is probably not the best way to determine the status of the market) some MFs that I wouldn't touch with a 10 ft pole are now being bought at a premium.
On a secular trend, with wealth inequality increasing, capital replacing entry level knowledge related roles, the rise of white collar temporary & contingent employment in corporate america, stagnant wages, and a dysfunctional political system that supports Capital over labor (Citizens United). I think we're going to continue to see a deceleration of upward economic mobility that we saw in the golden age of the american economy from post WW2 to 2000s, and we're going to see the rise of the renter class due to our new economic order.
That being said, I'm basing my prediction off of a fortune cookie...

I'm looking for multi family properties in the Sacramento Area.
My Strategy: I buy and managed duplexes in the area surrounding UOP law school, UC Davis med area, and north east of the Sacramento airport. I like investing in middle income areas. I purchased properties that I can add value to via repairs and curb appeal enhancements.
Entry Criteria: 25% down. Must be able to add value through genera repairs and curb appeal enhancements. The units must have above average square footage. Must cash flow at least $200 per unit within 3 years.
Price: I'm not spending more than $250k for a duplex in Sacramento.
What I Promise You: If you send me a deal that fits my criteria, I will respond to your lead within the same day so long as your lead meets the aforementioned requirements.
If you bring me a deal, I promise I will complete the transaction with you and I will NOT pressure you to lower your commission or finders fee.
If the deal meets my criteria, I will close, and I WILL NOT ask for no money down financing.

Hmm, I *could* just toss the money into the 401K (but I hate doing that because I cannot pick individual stocks, only mutual funds...blech!). Also, I think I can do better by leveraging my money in real estate. This is sort of my "speculation" money so I am OK with not earning as much up front with the chance that the house will appreciate.
Why not a Roth IRA?
Also, betting on appreciation is good way to lose money on RE. I would much rather have you put money in the stock market if you're trying to make an appreciation play.
If you can't find a solid RE investment, then consider an REIT if you are focused on RE diversification.
