Do you have a trusted lender to direct these questions to? They are they one that would be able to lay this out for you guys in understandable terms. If you need a recommendation I'd be glad to provide. 

As some of the above comments said- don't go into this blindly or you risk creating a situation where 5 years from now you and your siblings no longer speak. Put money aside for repairs, figure out main points up front (and write them down so it's not he said/she said), and just generally make sure you're all on the same page with everything from repairs to timelines and exiting the property.

Not sure of which state has the highest, but I’m sure cities with higher cost of living (NYC, LA) have higher voucher amounts. I’m in NYC- a client of mine exclusively buys studios or 1 bedroom apartments for CityFheps (a voucher program as well)…they pay over $2500/month for a studio! I’m sure you won’t get that in many other places.
