Some questions to consider:

Is there any immediate work needed for #1? If so, what's the cost, do you have the funds and what is ARV?

Do you have a favorable tenant history of current tenant in #1 that you'd want to keep him?

Is 1200 mkt rent?

Do you need to house hack?

If you search on BP for Delaware wholesaler, you'll find people from DE.  Did you ask the question to a few of them?  How are they pursuing RE in the state? Maybe they'll connect you with a lawyer that has a different perspective.

I keep hearing or reading that one of the criteria for renters is that they have income 3x the rent or more.

Is this gross income or net income?
