I also agree that C/D or War Zone areas are just not worth your time or your money. Yes they are cheap to buy, and yes you have tenants that are essentially trapped in that price range, but that doesn't mean that your property will be worth anything to anyone else OR that your tenants won't bounce around to other props/ cause you endless headaches. 

If you buy a cheap property in a bad area, it will always be a cheap property, no matter what you do to it. You also have zero exit strategy because no one that lives in those areas is looking to buy a home, meaning when you do want to sell (which would likely be sooner rather than later once you see what you're up against) you'll have to sell to another investor, who will want to pay less than market value. Factor in the Section 8 bureaucratic nightmare and, frankly, it's just not worth it when you can invest a bit more (sounds like you're looking at a good starter ranger around $100k) and get a solid B/B+ property that will flow nicely and offers some chance of appreciation and a much stronger possibility of selling to an owner occupant down the road.

As Jeff said, turnkey can be a mixed bag. It's an awesome investment when done right, but there are plenty of people looking to fleece you. Look out for flashy marketing about "ROIs you wont believe" or "Will sell out soon, must act now!!". If their marketing sounds like a used car salesman, look elsewhere. Your due diligence is key when you're investing out of state, so focus on finding a team you really trust as your first priority if you're going the turnkey route.

Because my cousin already in kansas,im thinking start with there. as a beginner i can use his resources,pm and others.

ive been checking listings i see some deals like 24k good looking house and tenant paying $650. its too good to be true or theres something that i dont see. other one $63500 with $1275 rental duplex its more than %20 coc.

probably i need more time

I don't advise establishing an LLC if you are thinking of financing properties, because they are not eligible for conventional financing. You have to go commercial. On the other hand if you are thinking about buying a $30k property out of state, I'd say think again for two reasons:

Exactly my friend used that word. He is a slum lord. I will check that book too see upsides and downsides.

How do you run your business? Just sole Proprietorship or partnership? 

I was thinking getting property (duplex)  under 100k with %20-25 down.

Before I get in to property/location  search, I'm trying figure out initial setup. 

Should I open llc, do I need a cpa from property location, how can I get a loan for $30k property etc. 

Also I'm doing research on the market too.  

Meanwhile learning different strategies for rental locations. For example mostly I hear including my cousin stay with the B locations but I spoke with my friend and he insist opposite and invests in Milwaukee ****** locations. He says in that kind a location tenant can not go cheaper place because they're already in the cheapest property. Low maintenance, low cost and Milwaukee has low vacancy rate. 

Anyway like I said I'm still learning.

Hi there 

My name is kevin from los angeles. Im not even consider myself as newbie. Im in construction but  limited with kitchen counters and tile installation.

My cousin been doing for couple years property investment in kansas city. He lives in la btw. Anyway he told me that how prices low comparing la and rental income outrageous.

Anyway i started studying myself and ended up bp.

Its been only couple weeks so still i dont know much about this. Listening podcast and reading forums are big help.
