@Mietch Bernstein, keep in mind that the old adage "Location, Location, Location" applies as well as knowing How to build the project. Being a developer is a complicated business. Consider bringing on a partner who can add the strategic AND tactical insights to better help you frame your deals.

If you are an experienced RE investor And familiar with the local RE foreclosure auction process, I have a friend who would like to talk with you. He and his family have a house under contract. Unfortunately, the current owner has entangled this house in a rat's nest of encumbrances. One of the creditors is foreclosing.
If you are a cash buyer who is a regular attender at the Travis County Court House auction, my friend would like to make an arrangement with a you to meet with him to discuss a strategy to help him acquire this house.

As an engineer, I understand the breed. Tread carefully and consider getting an attorney's opinion. The owner has the right to add what he wants, but the buy can negotiate or walk away. Some times the great deal falls apart due to the inability of the parties to come together. Engineers tend to be a bit stubborn. It sounds like he has a very well-defined sense of what he wants there. Based on your description already, I would favor potential to renegotiate the terms of use or keep looking.
