Have you tried a vinegar water mix yet? I have had good luck with vinegar and water getting almost anything off of glass. I usually mix a 1 to 4 ratio (vinegar 1, water 4) but stronger if the stain is bad.

I would definitely take action right away. Bed bugs are notorious for being nearly impossible to get rid of on your own. Pest control is the best way to go. Definitely make sure it is in fact bed bugs first. The statement about having them last year, then they were gone is an odd one to me. As @Account Closed pointed out, they don't just go away and come back later. Once you have bed bugs, you have them. They only get worse and worse. Perhaps they are mistaken and it is a different bug biting them?

The EPA gives some really good information on dealing with bed bugs, identifying them, what to look for in a pest control professional, and what you can do going forward to prevent the problem (or in this case what you can instruct your tenants to do).

Good luck!!! I hope for your sake it isn't bed bugs, but if it is, I hope you can eradicate them quickly.

@Jack B. That seems like a solid plan B! How will you handle the other rental property then? Are you giving them notice once you fill the house you're currently in?

@Jack B. Sounds like you have a solid plan in order. Do you have high-quality photos? Good pictures will go a long way in generating interest. As will a solid property description. If your market up there is anything like the one here in Fort Collins, rentals move fast and your time frame shouldn't be an issue! Let us know how it goes. 

How successful you will be will be largely dependent upon a variety of factors, some you have total control over, some you don't. How well are you marketing your property? Make sure you list it out across multiple websites, not just one place. How good is the location? Not much you can change about that, but something to consider. How accurately have you priced it? Make sure you do your due diligence in choosing the right price point for both units.
