Hey Raja,
Assuming your property is in Portland the tenants would be eligible to receive Mandatory Rental Relocation Assistance (https://www.portland.gov/phb/rental-services/renter-relocati...) if 1) you choose to not extend their lease, or 2) you decide to sell the property and have an accepted offer for purchase. In Oregon (not just in Portland) you can't preemptively issue a no-cause eviction due to a property sale unless you have an accepted offer.
If you are going to make an offer to the tenants to move out early or prior to your property going up for sale that offer can't be for less than what they would be eligible to automatically receive via Rental Relocation Assistance. If they do agree to a Cash For Keys arrangement like this I would highly recommend working with an attorney who specializes in landlord/tenant law in Portland to draft the agreement and have all parties sign.

Hi everyone,
I know I'm a bit late to this thread, but wanted to mention to all of the Portland folks that I'd recommend checking out Investor Lab - https://investorlab.com/. It's a local group started by Rarebird Real Estate and they have monthly meet-ups geared toward newer investors. Their next meeting is actually tonight and they'll be discussing Commercial opportunities. It's a great group of people and a good resource.
If anyone ever has any property management-specific questions don't hesitate to reach out. We manage SFHs, condos, and apartment buildings up to around 20 units throughout the Metro area and I'm always happy to answer any questions for people getting started.

The regulation that you'll want to review is HB 2001, which passed earlier this year. It updated the timeline for rent termination notices and the process for filing evictions. I'd recommend using Multifamily NW forms if you're going to be handling this notice yourself - https://www.multifamilynw.org/order-forms.
