Based on my initial research, I'm looking at the 21213 zip code but I'm open to others (no D class neighborhoods though).
Specifically, I'm looking for neighborhoods with a good amount of distressed 3+ bedroom townhomes for sale for $120k or less that require a moderate amount of renovation (no gut jobs or major structural issues) and that will get me a rent-to-price ratio of 1% or higher on the final ARV.

We are located in Baltimore and see a lot of deals come through in the 21213 zip code. Belair Edison is a good rental area and has seen good appreciation.
One area that is a little more challenging in this zip code is known as "The 4 By 4". This area is one that a lot of investors seem to avoid.

2) Property Type - Single Family, 3 bed+, 2 Bath. Prefer a close to turn key or minimal renovation ($10k).
3) Would need to be positive cash flow, or to break even after conservatives expenditures - property management, maintenance, etc.
Any thoughts?

Hey Ivan,
Congrats on joining the forum. As far as Pittsburgh goes we see a lot of low property values there which could make financing more challenging if thats the route your going.
We do work with a lot of investors in Cincinnati and the ratio of cash flow to purchase price seems favorable.
