@DAn L. I may be wrong, but I don't see any municipality issuing an occupancy certificate for these.

what kind of trailer are you using as the base, the tires look super small.

@Aaron Francis If your applicant standards allow for a person with no form of income to pay the rent, then I see no problem with this.

If your standards do not allow for this,  never deviate for any reason.

@Justin D Schwartz I am in the same position. my exam is scheduled for the 23rd of this month. I took the kaplan course,  and I paid extra for the PSI drill question bank. I feel that I am fully prepared for the test. 

If your school does not offer this, I would suggest purchasing a study guide directly from PSI. If you fail just dust off, and take it again :)

Also I would try to find out why she has stayed for 27 years, and why she has stayed on the month to month for so long. Knowing her situation completely will help provide a solution both parties can live with.  

If you back her into a corner with $175 increase her only choices will be to take it or leave, and trying to extract every penny from a tenant usually costs more in the long term.
