Definitely agree with the previous post about being CONSISTENT. Provide a timeframe to receive required documents and make no exceptions.

I would not apply security deposit towards rent. I would wait to complete the move out inspection - and use deposit for any tenant caused damages.

 If while residing at the property they did not comply with payments - Now being evicted they will most likely not pay. Eviction has already been filed - I would proceed with collections.
