How important is it to be pre-qualified on a loan and/or preapproved for residential property deal (specifically single-family home)?

Hi everyone! I'm new on the BP forum and was wondering if you can share your thoughts on how you accurately estimate property taxes specifically within the Los Angeles County? When I go on the Los Angeles County Assessor's website, it seems I cannot access information regarding historical data of property tax/rate for a specified property. Without the county assessor's data, what would be the next best alternative to accurately calculating property tax? If you can please share your thoughts on how to go about this, it would help me analyze  deals better- thank you!
