I have worked with clients who have successfully pulled in retirement assets to purchase a home in San Diego. Are you planning to use the 401k funds for just the downpayment? Calculate the tax consequences to see if it makes sense and check with your CPA. Depending on your personal financial situation it would most likely make sense to take the tax hit vs paying rent and not being able to take advantage of the benefits that come with home ownership.

Welcome to San Diego! You're currently renting therefore paying someone else's mortgage for them. You want to be on the other side of this. Buy your primary and look for one that has income potential. This will put you in a better position to evaluate where you should buy your next investment.

Have you exhausted all options in trying to find a place locally? Investors/owners are still finding creative ways to make deals happen in San Diego. It's a lot harder to find a good deal here which is one big reason people start looking into other areas. Find someone who can dedicate time into finding a deal that makes sense for you.
