I have not used HostGPO, but a number of Airbnb owners in the smokies did the initial consultation call. Most of the owners are using them for buying furniture. It won’t cost you anything to hear what services they provide.

Here's where you can find a map of the short term rental overlay:
https://gis.charleston-sc.gov/interactive/zoning/#
In the list at the bottom left of that page, click the "short-term rentals overlay" to highlight the area on the map. It's not a big area and the properties in that zone come at a premium.

@Jalen Lawrence, how much money does the homeowner want for the land? I agree with @Jay Hinrichs, you would get a pretty nice finders fee if it was a great deal.
