I would suspect the land purchase would be the better bet than purchasing a home in need of rehab. The ones needing rehab are usually really rough (missing roofs, walls, etc.) and everything in the city is plaster, brick, and stone foundations == nightmares when water is involved.

I hope I'm not wasting your time with what you already know, but have you considered a promise to pay agreement? It could establish precedent. SSIC and STL REIA have posted info available to landlords/tenants re: this matter and local resources to help with getting payments.
