Hi Jennifer
I think you've touched on the big hitters for both strategies with these prime locations. These are also going to be some of your most expensive areas to get into and high competition. I think some others see success with STRs in other areas that might not cost as much but could still have strong-to-decent STR demand in respect to Pgh as a whole. It depends a lot on budget and how quickly you want to see a return I think.
Just off the top of my head maybe some to look into...
Crafton/Carnegie - Close to airport and city. Nice areas.
Fineview - Right above the Northside and super close to the city. Scenic views.
Troy Hill - Super close to strip district. This area continues to get nicer and nicer, but still depends what street you're buying.
Millvale/Sharpsburg - Across bridge from Lawerenceville. Mr Smalls theater in millvale. Breweries. Kayak/Jetskis in Sharpsburg.

I have a similar understanding - If it is your primary residence then you can rent it out as you mentioned. I think where things can get hairy with this is when you were to move out and it becomes a pure investment property. This is why I believe the multis with the zoning discrepancies (A duplex layout, zoned as a SF is common) tend to sit on the market much longer and sold at a discount. I noticed landords are renting out properties a decent amount in Pgh that does not fit the zoning of the property, but it just flys by under the radar. Not sure if the new occupancy permit process being rolled out by the city is going to make this more difficult. Only options I can think of is A.) Continue to work the city to adjust zoning which will be difficult B.) Rent out as 3 units but accept the risk C.) Airbnb that 2nd/3rd floor if possible to increase the CF

As said above this can be the toughest # to come up with when seeking to buy a rehab property. It helps to have a network and resources in a particular area that have done work on similar projects or invested in properties in similar condition. They'll be able to give you a best guess-timate so you're not going into a project with no target budget on rehab. And as a rule of thumb most say to tack on 20% just because everything always goes over budget. If you need any help with this in Pittsburgh area, shoot me a DM and I'd love to help.
