Diane Jacoby I'm sure leaks happen sometimes, but I've rarely seen it. In the past 5 years I've only seen it once out of about 450 apartments.

Kimberly Weatherford I agree with the others- you can offer whatever you wish. Your realtor works for you, and should present your offer. As a side note, many "as-is" sellers won't even accept a contract with an inspection contingency. It sort of defeats the purpose of offering it as-is if you give the buyer an escape clause if they don't want to take the property as-is.

Tyler Willson you'd be fine with an attorney from either city. The key element is that regardless of which city they are in, they are both going to be familiar with the VA Residential Landlord Tenant Act. If I were you I would choose based more on who you felt most comfortable with, regardless of their geographical location. The only caveat being if you plan to invest further in Richmond (and not in Roanoke) then I'd go with someone there.

Shawn Pottschmidt sounds like plaster rather than drywall. Does the finish have grains of sand in it?
Not that it materially affects this conversation, but the VA General Assembly didn't pass any legislation regulating short term rentals. What they did was provide clear authority to individual localities to enact locality-specific regulations. Some localities in the state are intently focusing on new regulations (primarily taxes and fees), and many other localities continue to ignore short term rentals.
Shahla Tehrani just call the city's street department, traffic engineering department, or transportation department. They'll be able to advise you.
Rick Tangri how about reducing your costs by ditching Paylease and using Buildium to process your payments? I would think that would increase efficiency too.
