Hi Alissa,
Welcome to BP. I am just returning to BP and am also looking to meet other investors in the Oakland area. As other members have advised, there are a number of Meetups in our area to check out. While a PM would prefer to start managing the property when its vacant to earn the leasing fee, they really can start at any time that's comfortable for you. If you feel you can locate, screen, and select a qualified tenant go for it. I'd suggest contacting 1-2 PMs at least a month or two before you plan to turn over the property. Additionally, you can ask the PM for assistance with the tenant selection (for a small fee of course) only initially. Some may even do it for free in exchange for the leads.

Investing close to home is ideal for new investors. However, since moving back to the bay area I'm finding it very difficult to find cash-flow opportunities on single family properties. If/when you're ready to invest out-of-state I suggest taking a look at the TX markets. Houston and Dallas suburbs worked well for me (pre-divorce) as well as several clients.

Hello Megan. Congrats on getting ready for your first multi-family purchase in the Bay. Due to rent control in particular, have you thought about some other areas outside of Oakland/SF? My family used to own a number of multi-family properties in Oakland before my mom passed and dad aged, but the rent control continued to be an issue. Tenants are super knowledgeable about their rights here and know how to work the system in their favor like you wouldn't believe. I've found most of my clients have started purchasing rentals outside of these areas for these same reasons. Berkeley is another rent control area. Just something to consider.
