I will ditto what @Paul Dashevsky is saying. Never give more than 10% upfront and make sure that the progress payments are spelled out clearly.  Try and get as many details as possible so it's no confusion.  

How are people taking advantage of the low interests and the fed cut?  

We are up in here for sure.  I am an investor and developer.  

@Paul Wolfson you should definitely call or walk in to the planning department for this question. I would want to hear the response from the horses mouth and then document it. I use this form when I have general ADU questions:
