Loose fill insulation, mineral wool, Thermafiber Safing etc.  The coughing would come from glass fibers within the insulation.  However please keep in mind anytime you are dealing with houses older than 1980's you should always take proper care to ensure you are not disturbing any products that may contain asbestos.  

I would hire a Structural Engineer,  may cost you around $2500 my guess to draw up some Structural drawings which would give you specific details for your General Contractor to bid the work off of.  Good luck.

I agree with Jonathan about the Sears Outlets,  you can come up on some good deals for units that have a scratch or dent in areas the tenants may never see.

Unfortunately, the tax.ocgov site does not provide a search with available property owner info on the tax bill, they reference a new govt code that protects the name of the owner.  

Property ownership is public record. You can go to the County and look this up (time consuming). Or, you can also work with a Realtor who has access to this through either their relationship with a Title Company or through their access to tax records. If you can't wait you can try and get a free report @
