Yes, I would suggest visiting the area and asking an experienced agent in your area. For instance, log cabins and split levels sell at a discount in our area compared to capes and colonials.

I wish we knew not to just turn on instant booking immediately with no real parameters. We quickly learned not to take people with zero reviews without vetting them a bit.

Have your agent find out if there are important terms to the seller such as closing length, leasebacks, etc. Also another one that works a lot is allowing the seller to leave behind any personal property that they wish and as the buyer you can take care of it. 

"Crazy low offer" is not a direction I would recommend. Make something more realistic in the realm where you can start a discussion.

Credits are always easier and are preferred. The only time I think it makes sense to have the seller make repairs is when the lack of repairs could cause more problems with the home by the time you close on the property (such as leaking roof, heat before winter time).

Yes, run it against the DNC registry. The fines are hefty. A lot of the dialer software or skip trace services will run it against the DNC for you.

No $55,000 car will be worth it for very long. It will rapidly depreciate and you may end up underwater on your car very quickly. In my mind, if you have "little cash," you're going down a slippery slope without reserves on hand. I would be aggressively saving to put away funds for the next purchase instead of taking out debt on a depreciating asset. I am, admittedly, against debt for vehicles if you can't afford to pay them off. Just my two cents from a different perspective.
