I had same issues, several time, I waited for him to complete job. 600 SF apartment remodel job should be 1.5 moths end up 1 year project. If I have to go back again, I will fire him when I see first sign of the issue. It is pain but you save yourself agonies. Please don't give in to pay the draw that the contractor did not earn.

I personally don't purchase condominium since you can not control your cash flow due to the condo fee. Maybe you can take a look at MF syndication or some alternatives? DC market currently have stop on evictions and have ton of backlog. If you end up buying one with a tenant who does not pay, that will affect your cash flow since you have to keep paying your mortgage without any rental income.

Depending on the location and age of the building. I purchased 9 unit by myself. It has been many challenges for the property. I recommend to verify the condition of the property with professionals, a roofer and a plumber. Also check with the police department to see if you can determine the crime level of the area. Talk to potential renters if they are willing to rent at the location.

I have experience renting both in VA and DC. It is definitely landlord friendly in VA. Currently, you can not evict or even file for an eviction for non-payment of rents in DC as of this writing.
