I wonder what your liability would be if you made your tenant give up their guns and as a result they were unable to defend their family in a home invasion and were harmed.

Would they have the right to sue you? 

As far as guns being dangerous, I was at a gun show yesterday and saw thousands of guns and to my surprise not one gun jumped off a table and shot someone.

Solve the water problem first, like George suggested.

I would pressure wash everything that's concrete

If there is a floor drain that would be good, but I would not stop me from pressure washing.  Just vac and squeegee it out. 

Other than that I think you have the solution.

There aren't that many that replace their income in 3 years starting with nothing.

Sure it happens but not as often as it seems.  Keep leaning and buy a rental whenever and however you can. Save your money and do it again.  Find private lenders and don't over commit.  

If you can hang in the military until you can retire you will not need as many rentals and a retirement check along with the benefits will be worth it.  Have you been able to take advantage of tuition assistance?

I assume there was not an agent involved.

How about filing the purchase agreement and sending the seller notice after it is filed.

Sounds like they found a better offer.

Don't give up.

You could submit your offer contingent on being able to obtain a building permit.

When used they are intended to be fatal. Looking at this from a business standpoint, I would prefer that tenants in my properties not have lethal weapons at their disposal because they are inherently dangerous.

I shoot all the time and the only thing that has ever died is a deer, hog, turkey, or coyote. Of course the occasional can or paper target. 

I guess you don't allow knives, hammers or bats.
