Hey Martin,

These are just my opinions. I would consult a zoning attorney or architect/expeditor.

I am a licensed GC in Chicago.  We have done this for a few of our clients.  Usually the architect/expeditor will be able to check the zoning on the building if you can make the basement a legal unit.  From the zoning perspective you have to tackle it in a certain way.  Then you have to deal with it being legal from the building department.  

Zoning:
As the owner you will need a Certificate of Zoning Compliance.  If zoning permits, this will give you the permission to allow it to be a legal unit.   

Building Department:
The building department will have their own list of requirements:

800 Square Feet or Less - It needs its own entry and exit
801+ Square Feet = 2 forms of entry and exits
(Bare in mind legal exits/entry are ones that are not passing through a bedroom/bathroom. 

Minimum Ceiling Height of 7 feet 6 inches

Adequate heating and hot water.  Up to code Electrical and Plumbing.

Smoke and Carbon Monoxide Detectors.

Windows, ventilation schedule, and forms of egress from bedrooms.

Things to be careful about: Sometimes they might make you upgrade the water service, bring up things to code, etc.
