Properties are cheap because the cost of living is lower here.  Prices have not run up due to demand like they have in bigger cities like NY, LA, Miami, etc. etc.  Yes buildings can be old but so long as they are well maintained it should not be an issue.   With the right property manager the properties should cash flow without issue unless you are buying in a D area of Cincinnati.

I always recommend a visit to the area you are planning on buying in.  If you are going to be investing in an area you should at least be somewhat familiar with it.   A Realtor and property manager can guide you as to which areas to focus on.  If a PM won't manage a building in a particular area that is important info to take note of.

Everyone operates differently. I have seen where sellers do want to know what they are negotiating about prior to negotiations.  Nothing wrong with that and I do share and tell them about how once known it must be disclosed.  

In Ohio there is a duty to disclose known latent (hidden) defects and failure to do so can result in legal liability.  

The question is do you want to waste time and money filing lawsuits or just get a property that works?  If one property is bringing up this much in questions it is best to move on and find something else.  Never fall in love with a property.

Can't say that I ever heard of him or his company.  SBA does not lend directly they only lend through approved banks and for real estate purchases SBA requires the loan to be provided only where the building will be at least 51% occupied by the "business" getting the loan.  I would suggest looking through the SBA website for more information and always check the credentials of someone claiming to be a licensed real estate agent or broker online in the state website where they claim license.  I could not find his name as a licensed broker in Ohio.

Connecticut is not very far from Cincinnati so I always recommend a boots on the ground approach, meaning visit the place, meet your team members and get a lay of the land.  Especially with Cincinnati the neighborhoods vary by street.

Don’t know about what it would cost but talk to Black Dawg Sealcoating if you haven’t already.  They did our house and after explaining what was needed did it within the budget we wanted the work to be done in.

Retail is exactly like that.  The manufacturer makes the product and sells to a wholesaler at a certain price , the wholesaler sells it to retail outlets at a markup and the retail outlet marks it up even further.   While you seem to understand that your husband still participates in that system everyday unless he never buys anything. 

Since he is opening the door for you to buy with another investor might as well take that path and get the deals.
