I have been a full real estate agent and also an investor in Center City areas of Philadelphia. I can give you my thoughts of this area. 

Here in Philadelphia, you need to go to City Hall. There are two Probate offices (yeah, they intentionally make it hard); but they are down the hall from each other. One office has the address, and the other has the record. They do charge a dollar or two. Hope this helps!
