Go to local REIA meeting. Almost every REIA will have a local rep for hard money lender company or private lender.

After you closed on it, you can sell it however you want. If you know the numbers and spread is great, create a flyer and present it here or local REIA.

If it's REO, then it's bank owned and you can just bid at the auction. If it's pre-foreclosure, you can contact a law office specializing in short sale and ask their opinion. You maybe able to just knock and do cash offer. If it's vacant, you can do skip tracing and find the owner and call.

After lurking for a few months, I'm saying hello! I currently own an Indonesian restaurant in Lincoln Park, Chicago and actively searching for buy & hold properties in Chicagoland area. This forum has been a great resource for me to connect to local REIAs and meeting other professionals in the area.

I'm currently closing on a property for flip, and another for buy & hold. All thanks to the knowledge I gained from BiggerPockets community!
