There's a lot of info out there on this topic, a typical list is absentee owners, houses 25+ years old, 40%+ equity. There are richer lists but this is easy to come by and very large.

I'm not familiar with section 2 but there's not enough equity for a wholesale deal

Doesn't look like a wholesale deal, you need equity and motivation. Maybe ask one of the lease option guys for some advice

Look for properties with equity, if you're doing mailings then you can tailor your criteria so that you're more likely to find equity.

@Philip Bashaw  Just some earnest money to open escrow. I paid an agent who brought in a buyer but that was negotiated.

Find a buyer in the area and see what number they would put on it.
