The art of finding deals does take some time.  Do you have a specific market that you want to invest in?  In that market you should be developing a network of wholesalers, agents, and contractors.  You should be looking at on and off market properties.  Network with other investors and networking groups. 

To answer your question, you should most definitely be looking for distressed properties. Those are your best chance at getting a "deal."  You can employ strategies like cold calling, direct mail, or even door knocking.  If it is long distance, set up an automated follow-up campaign so you are first in line when a seller is looking to move a property.  

Communicating with contractors can be done with phone calls, face time, and emails.  I have my guys take pictures when they are done with a days work and forward them over to me.  Every morning we have a five minute call to discuss what is going on that day. They know they will not receive a draw unless they follow a timeline and do what had to be accomplished. You have to be on top of them because your biggest enemy is this business is TIME.

There are positives and negatives to both, but I find investing out of state to be much more lucrative, especially if you are choosing to buy and hold or BRRR. It is 100% legal to build a buyers list without getting a property under contract.  This has to be done because there is usually a time frame in which you must assign the contract.  You should definitely have a contract ready for a seller to sign when you meet with them.  A handshake or verbal agreement mean nothing.  When a seller says "I'll call you back," it almost always never happen.  If they are comfortable and ready to move on a deal you must get the pen to paper immediately.

I also have benefited from the CT market over the past year or so.  Before I went into CT I also invested in Memphis for mostly cash flow.  I have seen both rent increase and appreciation.  The market is now very competitive but deals can still be found there.

I am from New York (Long Island) and I invest heavily in Connecticut.  I agree with everything @Brandon Rush has said.  CT is nowhere near as bad as NY when it comes to landlord-tenant law.  Hartford County is a great place to start looking at 2-4 families. Rents are great and taxes are nowhere near what we see in NY.  Feel free to reach out if you have any specific questions.
