It can be as simple as the seller calling and asking for more time because they are in escrow to sell. It's cheaper to be paid off for a lender...

CFPB lending guidelines apply usually when you do 5+ loans a year. You would just have to comply with Usury Laws in Cali as a private lender.

I'm not sure how a wholesaler, presumably a non-licensed professional, is supposed to obtain a legitimate template of the CAR contract given that is has exclusive rights to be used by licensed professionals?

You can google it to find contract options. As long as it has the basics (address, price, parties, closing date and such) I would take it to open escrow. Anything that is missing can be stated in my escrow instructions. :)

It is not hard to do an assignment of lease for each tenant unless the tenant is adverse to cooperating?

WET WEATHER EROSION CONTROL PLAN

The runoff does not affect the Public Right of Way or water course. All runoff drains to private property. Inspected by: Department of Building and Safety only.  (See page 8 of this Link: https://bca.lacity.org/uploads/safety/WWEC%20Manua...

This clearly seems to be INTENDED for larger scale issues but it does still seem applicable to residential homeowners. I could be wrong as I didnt read the entire thing, but maybe it can be your launchpad for a solution.

I can handle most the items needed over email and overnights. I never need the client in front of me to close the deal. :)
