You (the seller/deceased party's heirs) actually need to probate the 25% ownership of the deceased party. Depending on the value of the property, you may be able to get it done with an Affidavit of Small Estate, which is only like 30-ish days to complete, instead of a full probate process. You cannot quiet title around deceased party ownership.

The requirements for reselling vary because of redemption periods and insurability. Each one is different...

I handle assignments all the time, so I can help you when you're ready, but tax sale rules are different here so ask me if you need some info on reselling them. I dont know where you can get a list, though. 

Los Angeles and other cities already have rent control, so for some this is no big deal. City of LA requires an escrow company be used anytime a landlord wants to a tenant to vacate in a rent controlled area (other than for UD situations), so I see it all day long. I think it has pros and cons and if done right, it is a good thing.

I always suggest my clients never double for a spread less than $100k...with the double closing costs and the tax ramifications, it's not really necessary or cost effective.

I would still go through the eviction process just for the right to get the default judgment and maybe one day recover costs. You can also sue is small claims or civil court for the damages and cost to restore the property from illegal activity. Due to the illegal activity, I'm sure you know a 30-day notice is not required for the eviction process to start. I would also call an atty to get the ball rolling with the PD. The IE has a low of illegal grows and the police are raiding and seizing property all the time, you want to be ahead of this. You also need to confirm that the tenants did not hack the water and electrical systems, so you do not get the penalties and bills for that, too. Stolen utilities are almost guaranteed in illegal grow houses and they stick everything on the homeowner nowadays.
