I thought the requirement for a harness was over 4 ft. Maybe he was new and just wanted to scare them into shape? IL does take harnesses and hardhats very seriously. It would make sense that he never came back because they are after commercial money. Seems if he was a scammer he would've requested a payment. What did he gain?

I basically was just serving him papers and my client mailed him an LOI. I told LA's client i couldn't discuss but that i had submitted the offer 2ce prior. I called the board for rules and regs. I did nothing out of context or character as what's described via NAR or IAR. I documented (as advised) everything along the way and even had the LA's refusal to present in text and email. I just don't accept an "its impossible" just because the other realtors said it was without finding out for myself. And as to your above comment about never knowing an agent like this is surprising. I've met a few. The LA would've been paid regardless. I have sat on a few committees here in NWI. And will likely run for a board seat myself this year. If you are curious call your local board of rules and regs if you have one and ask. What was unethical in this situation was the other agents refusal to present not my drive to do the best job I can to bring all parties together WITH representation.

 Well Joe,

     First I called the guy in charge of Rules & Regs at my local association and made sure it was ethical. The listing agent flat out told me he didn't and wouldn't present the offer. 2nd I discovered I was allowed to do so but not to negotiate. I asked if they knew my clients name. They had not. I told them that is what I had expected. They were very grateful to receive the offer. But also very greedy and naive. They wanted over asking for a property they were inches away from losing to taxes. They got in contact with my buyer and were very close to striking a deal but eventually it fell apart. Also I sent the Letter of intent via US mail for good measure

But let's consider the following:
Seller hire's a realtor and defines a 100K value for the property. Let's assume he's really motivated but the value of the property is 80k. 

I contact the realtor and make an offer of 70k. The realtor, however, believes that he can sell for 90k or even 100k, thus having a larger comission...

So I assume it's not in the realtors interest, at least immediate, to provide the proposal... But I might be wrong 

 Sounds like you need to use a letter of intent. Less trouble than an offer but still gives the listing agent something to present

Its kind of like buying steak. You get what you pay for. If you pay sub-standard rates you get sub-standard work. In my experience a good Realtor knows his/her value and an agent that is willing to negotiate their commission is not confident in their own value. Would you do your regular job and work twice the hours for half of your current rate? You want someone that will be devoted to your deal if not it could come back to haunt you in the long run if 1 of many things are not addressed up front. Not to mention it is the sellers agreement with the listing agent. The work it would take to have everyone to go out of their way to rewrite a contract that doesn't have your name in it is not a good look. There are agents that will do it but those are not the agents you want.
