In unit washer dryer should get you way more in rent than your cash yield from coin operated, especially if you are considering sacrificing an apartment.

Actually, in re-reading this, this is a golden opportunity to go and negotiate with your seller for a price concession.  Make a reasonable argument for the diminished value of the property if the neighbor successfully builds the new structure.  How much less valuable are those side units?  Get a credit for that amount...

Check with you local planning department, but I suspect the problem is yours not his.  Why should you be able to build to the property line and your neighbor not?  Typically lot line windows are not allowed in my jurisdiction for the reasons you describe.

So many cranks on the comment boards these days

I have found zillow estimates a useful starting point for further research.  Even dumber than relying on the estimates totally would be to ignore them entirely.
