@Peter W Elvin, When buying Certificates, you are actually buying the existing "tax Lien" on the property not the property itself.
Tax Deeds on the other hand, is what I think you are looking for information on because when purchasing a tax deed you are actually taking possession of the property, with any and all encumbrances attached to it. Hiring a Title attorney is a great start when buying a tax deed property, but there is always a chance that they miss something and because only a select few companies will insure a tax deed, there is always the chance that something comes back to bite you in the butt.
We have found a great company who will insure Tax Deeds and have had some great success with them so far.

@Account Closed By active I mean the individuals or companies actively searching out deals. I wouldn't consider someone who purchases a rental every couple of years as an "active" investor.
