Same thing happens around my area, except that they post a stack of those notices, so removing one is quite welcome. Removing the whole stack from any single posted property is something I have not yet seen.

You should look at the actual deeds involved, Quite likely, each parcel has its own deed that spells out the bounds; if that's the case, then you would have to stick with those boundaries, or go through the things that Ralph mentions if you really want to make some changes.

That owner would have to agree to sell it to you based on whatever terms are suitable. The loan company almost certainly will not disclose anything about the loan without prior (written) authorization from the borrower; in this case, the borrower and owner are one and the same.
Make a deal with the defaulted borrower if possible; otherwise you can buy at the foreclosure sale if you are so inclined (could be risky), or wait for it to become REO if nobody buys at the foreclosure sale.
Too early to phone citibank's reo dept - wait until it actually is an REO. And even then, good luck ...

In Google, you can tell it to search a specific site with the 'site:' tag, so you enter something like this:
site:www.biggerpockets.com/forums/ "phrase you are seeking"
