I'm not sure of the podcast either but you can find a lot of good articles out there on Dodd Frank and owner financing by just googling. 

As a side note, we do owner financing exclusively.  My partner is a licensed loan originator and even he says it's too much to keep track of.  My recommendation would be to just hire a loan originator to do it for you.  Yeah, it's a little out of pocket but we think it's worth it.

I'd do what Marcus said if you can make it liveable.  We do a lot of owner financing and it is rewarding and very good way to utilize those types of properties.

As for your second question: it depends on how sophisticated the seller is.  Usually no, if that's the only property they're owner financing.

Basically you'd buy the property from them and be paying them like a bank until you could assign the contract to someone else or pay off the loan.  Usually if someone owner finances it they don't charge the usually 3-5%.  It's usually 7-12%, so they'd be making some money through interest if they decided to sell it to you that way.
