fyi if you are messing with the bars for the windows you going to have to bring it to code.   It mainly for egress in case of fire and they need the windows to exit.  But there are building codes.

If you remove the tile in the bathroom a permit is required.

Drawing a sketch of the work you planing to do. Example, remodel kitchen and bath. Replace 6 windows same size and place.

Also, you might be able to sue the agent or past owner if they did not disclose this fact to you. If they they knew about it and advertised as 3 unit. But i bet you purchased it as is and did not get the disclosure agreement.

Another thing, all permits and plans, passes etc can be revoked. Changed to failed denied.

Let me tell you. Your banging your head on a wall. Do not fight the fire dept. If he say you need it you need it There a building code that states. The ahj has the final say. Nobody is going to Over rule the fire dept. Sounds like if they want too they can get a building inspector in there and you going open another big can of worms.

I don't know what state you are from but, you don't need a license plumber to pull a permit. You most have alot of inspection and failed for them to tell you to get a license plumber. Second, your place Most be really bad, with a bunch of code enforcement violations for the city to be this strict. A rough plumbing was done so your wall should be closed. All you need is to install the cabinets and fixtures. Then call for a final walk thru. I think there is more to the story. My opinion is do not hire an lawyer and waste any money. Because you have no case Use that money to hire a good contractor and get your unit done.

Every city is different. But second story is another story. You prolly will need to get a engineer to draw up plans and certified it structural safe and make repairs. Second you may. Need to deal with zoning. To open up walls and reenforce certain areas.

When it comes to zoning they are pretty strict. I would hire a lawyer to see if anything was wrong with the transaction. Maybe sue the seller and agent. You are going to have to remove it.
