This is non of your business if guest are felony or not. Your only concern is he going to be living in the house. Extended stay for guest. Do you have anything in your lease. I say you need to worry if you notice him staying longer than he should.

You can buy title report snd insurance. Usa title I think
Not home inspector. I think after you get your building final and get your co. You should pay.

Don't do Ikea your contractor will hate you. Have you ever purchase something from ikea and try putting it together? It take a long time. Dont do it. I been to a ton of cabinet shops the cheapest one is Uni-tile in hayward. It a Chinese place but the cabinets are decent and looks good. They are not particle board and are light self closing. Good luck.

You can always get a permit for the house. Inspections are not done until you call it in. You can pick up a permit same day, unless you are removing load bearing walls and require some kind of engineering. I recommend doing a very simple plan so it can be check over the counter. So i say start with the plans and have it ready. Then submit for permit once you have keys in your hand. If you do it the way your contractor say and get it later. You could get caught by code enforcement for doing unpermitted work and get fined or stop work.
parking requirements shall not exceed one parking space per unit   • spaces may be provided as tandem parking on an existing driveway  (yay! - all I need is a long driveway) • no setback is required for an existing garage that is converted to an ADU (yay!) One space per unit. So does it mean if you have a double car garage door. Which has 2 in the driveway would meet the requirements?
One thing your didn't mention that bus stops and sharing riding parking comes into play from the new bill with rules regarding to parking.
