Look for similar construction in your area and go talk to them and find who the contractor is or sometime they put their board with their contact.
them ask will they build for cost + fee

You can say there was leak and you fixed it and send the receipt of material to water company. sometimes they reduce the sewer portion of the bill, which is usually twice the water bill.
