Just stick to the 1% rule as your bare minimum.  Once you find that property that meets that rule you can further evaluate.  But if it doesn't meet that minimum rule then keep looking and saving.

1031 it and buy a single family home that positively cash flows with no HOA.

I'd probably avoid wholesaling.  Just get into the investment side of it.  Once you own a few rentals the money really starts rollin in.

Cleveland is in the top 5 of violent crime cities in the entire nation.  I would steer clear of that city.  Maybe look to investing into somewhere safe.

I definitely wouldn't buy in Chicago.  It's has quickly climbed the list of one of the most dangerous cities for violent crime.

Probably a good time to consider buying property in a nice dry arid area where you don't have to worry about hurricanes

Lots and lots of great people that live in an area that statistically live in the city with the 5th highest rate of violent crime.

They are very hard to find.  Yes that is true.  But not impossible.  I buy about one a year that fit that rule.  I was still able to find one last august that met that 1% rule.  I only invest in CA.  You probably won't find any in SD.  Maybe east of SD but I don't know that market too well.  I have been buying in central cali only.
