I have a house in the St Clair county. The average rents are for 1000 USD but I have a section 8 property at 650. I want to raise the rents to section 8 but they don't answer my emails or calls, and it's been months. 

Is there a strategy to raise the rents.  Would it be advisable to remove the house from section 8 and then put it back?

I've heard that that's not allowed, but I've seen some section 8 duplexes on Zillow, so I'm confused.

I've been trying to contact the HOA for a rent increase and it is taking a very long time to get processed. They haven't aknowledged my request.

I'm not in Chicago I'm in Cahokia Heights. So I don't know if those numbers would also apply.

I've been trying to contact section 8 - SSCHA and they don't pick up the phone in Illinois. http://www.sccha.org/documents...  

Does anyone also have tried reaching out as a section 8 landlord and they didn't answer? I have emailed them several times and they only answered once. How can I resolve this issue?
