Georgia has titles for property.
Correctly stated, GA closes transactions through attorneys, not through title offices.

House hacking might be your best route. Can you qualify to buy a house? If so there might be some other options such as an FHA Loan on a small multi family property. If you can't find one, let's build one.

Systemic incompetence.
Unfortunately our politics of today definitely tends to place accountability wayyyy back on the back burner. At the same time, if you pay peanuts you get monkeys. Working for the government won’t make you rich by any means. The best and brightest go into industry. Those that want to serve makes up a noble portion, but most are there for the JOB, just like most employees. So mediocrity and lack of accountability tule the day. Humans…

Two separate but related issues here.
Legality and of the Federal Government’s claim that the CDC had the legal authority to do what they did.
The other issue is GA’s (State) governments completely botching the distribution of Federal Funds. That’s at the state and county levels.
Ultimately, the entire thing was mismanaged top to bottom throughout the political hierarchy.
