Welcome to the forum.  Looking at you've already jumped in.  As I am just starting out I would love to learn about flipping if you have a chance.

I don't believe that earthquake insurance is included in standard home owners insurance.  I believe that most insurance companies have not included it since the Northridge quakes.  So I would say it would be a separate policy.

Welcome Joe.  This site has so much information.  Also being from California, I have looked at outside of California for investment.  However, at my local BP event people are doing things in California so it can be done.

Is there any reason to pick one over the others? I am just getting started and am looking at maybe getting a HELOC to get started. Do you think that would be the best way to get started?

Would note investing be a good way in increasing funds for future real estate purchases?  I am just starting out and don't have that much in the way of funds but am trying to figure out how I can increase it so that I can invest in maybe a turnkey one day.

Through my local Realtor association, I pay around 1k a year. That includes MLS as well as many other services.
