Florida has some abandoned property laws too, look those up...they might help you decide what you can do with certain or all stuff.

That's gonna suck @Matt Kowske lol. You're absolutely right though, the tenants do play a part in this and they also have some level of responsibility to them being there in the first place. I have tons of international student tenants and they all frequent the international bars, restaurants, shopping etc. where the bugs are more common. 

You could try a few things that might help get a grip on the situation a little better. Have the pest company come and walk with them through each unit (of course dusting yourselves off well between each) and assess the situation in each unit. You might find that they are localized into a breezeway or certain area. 

How many of the 12 units are reporting issues? If it was just the original +1 you might have only a small problem. If it does come out to be a smaller issue you can look into doing your own treatment via some chemicals I can recommend.

I'm near a university and I frequently take my literature or correspondence to the tutoring center with some candy and get students to translate it for me. That would make communicating the tenants responsibilities much easier.

Depends on the size of the room for replacement. When it is patch-able I've paid anywhere from $30-80 depending on size and difficulty. With 3 problem areas and an old carpet I'd replace.

Horrible. Try and just get them gone, 5 or 7 day quit or get rolling on eviction. That's probably the only way to save your other tenant from demanding to be let out too. Our lease even goes as far to say that a preponderance of the evidence is all we need, not even a conviction or arrest.

Have a carpet cleaner/repair person come out and take a look. Alot of times the main problems with getting carpet patched are 1) will it look horrible being new carpet against old weathered carpet? 2) will the carpet repair well. Meaning, can it be stretched or repaired properly enough to make it worth it. 

If it's coming back at the seams to the door or something I generally repair, otherwise for about $150 in my area I can get it replaced materials and all.

@Atwan Kwan to be honest man that doesn't look too bad, probably a quick repair and low expense. Sounds like an honest accident and I'd just take care of it.

Yes, @Jeff Brower is right it's only 1 year occupancy on FHA. I just bought one with an FHA loan and there are pros/cons. Best part is low down payment, worst parts are the criteria the property must meet can sometimes cause problems compared to a conventional mortgage.
