@Ken Martin all of this should be represented in the price you are paying. If you feel your bid didn’t reflect the poor quality of tenants then renegotiate. BUT if you are bidding a discount due to the weak financials... don’t expect the old man to offer concessions.
One thing I would do is talk to an experienced landlord attorney and see what options you have in getting that tenant eviction process started ASAP. Perhaps you can begin before closing.

You found the deal, you seem to have the business plan in place (owner finance, rehab, increase NOI and refi), the PM company and the necessary capital to close. Seems you are 100% owner if you ask me.
I would offer my friend an invite only because they are, well my friend. I would propose a deal where I am NOT getting any fee from them as they may look at this as a slight. But perhaps they put 75% of down payment and we split profits 50/50.
Or come up with something that you feel is fair. After all you are in a position to say my-way or the highway.
Just my thoughts...

@Dakota Deter i'm not sure if you could get a full appraisal like the ones you would order during the underwriting phase.
You can always call a broker and see what his opinion on value would be. I would suggest reaching out to a experienced property manager in the area. See if they offer the services you would need.
Adding them to your team could be invaluable as they should add experience. If you are thinking of having the property managed I don't see any reasons why you wouldn't try this action.
