I'm probably late to chime in lol - but clearly the consensus is to not refund the deposit prior to the tenants vacating under any circumstances.  Just as others have recommended, check your local laws for proper notification (60 days seems like a lot but maybe your state is different than OH where it is 30).  In OH, if a tenant were to stay past their requested vacate date we would need to post a 3-day notice and begin the eviction process, your state probably does something similar.  

Sometimes you can offer "cash for keys" if you really want to get them out...it may be less expensive than going through the courts.  For someone who seems to be in dire straits as you're saying, I would almost consider offering them 1/4-1/2 of their deposit to vacate immediately and of course as someone mentioned do a walk-through with them.

You are definitely in the right forum to learn more about investing and in which markets to focus, Cleveland is certainly one of them!

Your price range is perfect in finding a great performing property that isn't going to end up costing you time and money in maintenance and keeping a good tenant.  So many folks see that low price point and want to jump on it without understanding the repercussions.
