Best of luck. There are currently 11 multifamilies for sale in New Castle County. and 24 have sold in 2020. It is slim pickings with lots of full time investors. Best chance is to buy something off the market. Requires networking, hard work and some luck.

City sends monthly water bills. Talk to an attorney, they handle transfer of water and sewer at settlement. The city kind of half asses the water bills. I live in the city and its the same amount every single month. Trash is covered by the city. Each house has one trash can and one recycle can.
