I wouldn't.
An eviction and police record? No thanks.
Unless it's been up for rent for awhile and he is your only application and you are hemorrhaging cash flow from vacancy, wait for someone better.
If you do give him a lease, take nothing less than 1 months rent security deposit.

I am looking at a HUD property online and in the listing it says:
"Home status is FHA insured with escrow $3905."
What does that mean?
