I second @Alan Asriants. Talk to him, he knows the area well. 

I'd also recommend checking all Philly rules and regs and reporting. You will need to have local taxes paid as well. We have multiple out of state investors that come to Philly with the same goal of a cash flow and appreciation but unfortunately they invest in the areas with very high delinquency rates. You really need to understand our market to make right decisions.

They'll be covering opportunities with Philly Section 8 and how to work with them effectively.

I’m in the same boat—currently looking for a new broker as well. I need someone who can shop around with multiple carriers and offer a range of options, including General Liability under a business entity and Builders Risk policies. Over the past year, I’ve seen significant rate increases, and several providers either pulled out of the market entirely or chose not to renew my policies. If anyone has a broker who’s still delivering solid coverage and competitive pricing, I’d love a recommendation.
